This is a relatively easy quest, if you are over Level 65 and have access to Veeshan's Peak.
This quest includes a sub-quest called "Aid the Dar Brood."

RING OF THE AZURE SKY: Lore, Magic, No Drop; Weight 0.8; WAR, ROG, MNK, BRD, SHD, PAL, RNG, BST, BER; AC 20, STR 20, DEX 20, WIS 25, INT 25, FIRE 15, DISEASE 15, COLD 15, MAGIC 15 HP 155, MANA 140, END 140; 1 Type 7 Slot; Brass Instruments: +100% (2); Attack: +30; Regeneration: +3.

STATUS: All but Step 6 & 7 confirmed, but otherwise I think it is accurate!

THE QUEST
1) FACTION: You will need ALLY faction with the RING OF SCALE (aka RoS) (related to Veeshan's Peak).
I had to work on this faction. The two best ways to raise this faction are:
a) Kill everything in sight in
b) Repeatedly killing King Kazon Stormhammer (Level 50) in
I did a combination of both. However, I must warn you that by choosing Option B, you can and will make yourself
Then again, Option B is also much, much faster.

2) FACTION: You will need at least WARMLY faction with the CLAWS OF VEESHAN (aka CoV).

The best way to build this faction is to kill a lot of Giants in Kael Drakkel.

3) DRUNDER, FORTRESS OF ZEK: Taking a small capable group for this quick excursion is a good idea.
Contrary to popular belief, you may not be able to use just an invisible buff to accomplish this task (there are some undead along the way... the wraiths). You can try, if you wish.
You will need some sort of levitation, as well.
You need to find Eriak (Level 70). Eriak is located down in the lower section. Float down in the pit, take the northwest door, stay north and you will find Eriak in a room just beyond the "armory" area.
Hail him and follow along (drop invisible) or just try saying, "What blood?"
You will get A Vial of Black Blood (Lore, Magic, No Drop, Weight 0.1).

4) KAEL DRAKKEL: You need to kill Derakor the Vindicator (Level 70).
This may take a small raid or one good group.
You need to loot Derakor's Heart (Lore, Magic, No Drop, Weight 1.5).

5) DRAGON NECROPOLIS: You need to find and kill a named rat, Whelp Kidnapper (Level 65). He spawns in the area of the waterfall near Zlandicar's lair.
On group should be able to kill him.
You need to loot Frakadar's Left Eye (Lore, Magic, No Drop, Weight 0.1) and A Secret Letter (Lore, No Drop, Weight 0.3)

6) While you are here, you may as well kill Zlandicar as well (Level 70).
One very good group or a small raid will be needed.
You need to loot Frakadar's Talisman (Lore, Magic, No Drop, Weight 0.5; Improved Healing II; All/All; AC 5, STR 4, DEX 4, STA 4, CHA 4, WIS 4, INT 4, AGI 4, HP 10, MANA 10, FIRE 4, DISEASE 4, COLD 4, MAGIC 4, POISON 4, 1 Type 7 Slot.

7) WESTERN WASTES: You need to find Harla Dar (Level 66). It is said she roams in the northeast section of the zone.
Hail her and follow along, or simply give her Frakadar's Talisman.
She will give you Shroud of the Dar Brood (Lore, Magic, No Drop, AC 14, STA 8, WIS 9, INT 9, HP 20, MANA 50, FIRE 10, COLD 10, MAGIC 10, 34% Haste, All/All.

8) PLANE OF TORMENT: You need to kill various "construct" type MOB's (Level 59 to 61) until you acquire 1 (one) Insanity Fangs (Magic, No Drop, Damage 15, Delay 20, Bonus 13, Humanoid bane +10, Range 100, Weight 0.1, All/All).
To find them, go on the bridge and turn left at the first intersection.

9) PLANE OF KNOWLEDGE: Find the merchant Darius Gandril (Level 60). He is behind the main bank in the 2nd building area down. He is a Dark Elf.
Buy from him a Celestial Solvent (Weight 0.1).

10) Now head for the brew barrel on the other side of the bank, in the first set of buildings.
Combine Celestial Solvent, Insanity Fangs and A Vial of Black Blood to make A Pulsing Black Vial (Magic, Weight 0.1) (Brewing Trivial 15).
NOTE: This item is NOT no trade, so it is possible you can obtain or buy this item from another player (allowing you to skip steps 3, 8 & 9).

Hail Vrabbit Xloren and follow along, or simply try saying, "I am ready."
This will teleport you inside the locked door.

12) Here you will see Phara Dar (Level 65).
Hail Phara Dar and follow along, or just try saying, "I will help.
You will get a container version of the Box of Phara Dar (Lore, No Drop, Weight 1.6, 6-Slot Giant, 0% Weight Reduction).

13) Put Derakor's Heart, Frakadar's Left Eye, A Secret Letter, the Shroud of the Dar Brood and A Pulsing Black Vial into the container version of the Box of Phara Dar.
Combine them to make an item version of the Box of Phara Dar (Lore, Magic, No Drop, Weight 1.5).

14) Give the item version of the Box of Phara Dar to Phara Dar and you will receive the Ring of the Azure Sky!
